Human Services Planning
The County Human Service Advisory Council (HSAC) was created in 1983 by the NJ Department of Human Services. Their purpose was to involve local communities in decision-making about the utilization of finite dollars for human services. The concept recognizes that plans for local services are best forged at the local level, where community values, service patterns, and approaches to problem-solving are well understood. The approach is both community sensitive and cost effective.
